Desktop PC compatibility check and GPU recs?

Hey -- I recently built a video editing PC running the Adobe suite and its run in to some bugs. Covering all my bases... can y'all check this out for compatibility?
Of note: the GPU is old and I'm looking to replace, so recs appreciated too.

MOBO: ASUS Z87-A
Processor: Intel Core i7-4770K @ 3.5GHz
RAM: Corsair Vengeance 32GB (4x8GB) DDR3 1600MHz (CMZ16GX3M2A1600C10)
HD 1: Samsung SSD 840 series 250GB
HD 2: Seagate Barracuda 3TB HDD SATA 6Gb/s Cache 64MB 7200RPM
GPU: ATI Radeon HD4800 series 1GB
PSU: Corsair CX 750W

I'm pretty sure the BIOS is fine.

The big problem is random blue screen while doing silly things like deleting devices or surfing the web. Simple tasks this beast should be able to handle.

Also, while processing final footage After Effects will crash.

Maybe $100-200 for GPU.
