The computer's BIOS has halted the boot process because faulty hardware has been detected, namely the floppy-disk drive.
You can choose to continue the boot process and ignore the defective drive by pressing F1, or you can replace the floppy-disk drive.
Alternatively, you can disconnect the floppy-disk drive's power & data cables if you never use it.
