Duplicate Drives w/ windows 7 and boot on new computer from new drive

I have this old dell optiplex computer sitting around in my garage and I have no use for it. I have a 1tb wd blue drive and the hard drive in the optiplex is only 80gb. I was wondering if i could use the paragon disk utitlity thing to duplicate the old 80gb drive over to the wd blue and then take the wd blue out and put it into my new pc. Will I have to purchase a new product key if I do so?

You could do that but your product key won't work.
Also a clean install is recommended when installing new OS HDDs in your systems.
The OS communicates with the motherboard on the computer, so if you change the PC, you will need a new OS indeed.
I'd recommend contacting Microsoft's support for assistance with the Windows activation on your new computer.
