Best GPU under ~$400

Hi Guys,

I've been planning my first gaming pc build for a while now and I'm going to try and get most of the parts on black friday. Originally I was going to get the GTX 970 but according to amazon and newegg reviews there is a lot of coil whine. At about the same time I noticed that the 290x has dropped under $400 and has a 512 bit bus. What is affected by the bus size and is it noticable? Anyway, I have about $400 in my budget for a gpu or gpu's and want the best performance at both 1080p and 1440p (for soon in the future). Would I be able to get a better deal if I waited? What do you guys think?

Tried editing the build to save some money, the 290 is slightly weaker and more power hungry than the 970, but it is also almost 100 usd cheaper.
