I Have a Serious USB Problem.

This is a really long post, so please bear with me :/

So, I built my first PC ever in July. Apart from a few flaws (front headphone jack and USB 2.0 ports not working), I was good. Recently came a huge problem though. I turned my computer on, as I usually would. I notice that my mouse cursor doesn't appear when I click to enter my password in Windows 8.1. Nothing happens. So I press the spacebar. Then it lets me enter my password. I think nothing of this. But once my background and everything splash into place, I realize, I don't have a mouse cursor. I wiggle the mouse around, but nothing. I turn the mouse around, and notice the laser is off. Did it die? That was my first thought. So i spend the day using the keyboard key mouse key, as I'm still doing today, one day later.
Today I wanted to see if it was a problem with my mouse, or if it had to do with my computer. I plug the mouse into all the USB ports, but it doesn't turn on. I finally decide to unplug my keyboard from its port, and plug in the mouse in its place. And i'm surprised that the mouse laser turns on.
So I plug the keyboard into the mouse's original port. The keyboard doesn't turn on. I try the other ports, none turn on, front or back. So i realize that only that single USB port works. I spend hours searching for information, now having plugged the keyboard back to its original working spot. I try the "Unplug your computer and wait a few minutes" thing, but that doesn't work. I download multiple different drivers, that doesn't work. So I get the idea to turn off the computer and turn it back on to go into bios. In bios, everything works again. The mouse and keyboard function. But being a newb and not knowing what to do in BIOS, i just exit and log back in to Windows 8.1. Again, the mouse turns off. I finally resort to looking at computer management. Here's the weird part. There's a small, yellow triangle next to the "USB Root Hub (xHCI)", within "Other Devices". I click on the former, and see the following information:

Theres no driver details, and Windows cant find an update to the driver. Then on the Events tab I thought i had found what caused the USB's to die.

Oh yeah, my mother board is an Asrock Fatal1ty z97 Killer (1150). I have an intel i5 4670k @3.4 ghz, and my case (if for whatever reason it might help), is a black NZXT Phantom. I use the motherboard USB ports for my keyboard and mouse on the back though.
I seriously have no idea what do do, so I've come to you guys and gals for help. In the end, I want all my USB ports to work (or at least all of the USB ports on my motherboard, instead of just one.) I appreciate any response, and thank you all in advance.
