I have a PC with the following specs
GTX 650 TI
FX 6300
4 GB RAM DDR3
600 GB HDD
+1080p full HD monitor
+origin and steam account with games.
Is a PS4 worth this?

Solution
At least GTX750ti, not so powerful as R9 or GTX760/970 but it will run games at 1080p with decent fps (60+). Anyway, if you will go for PS4 you'll need around $350-$400 (at current price) expensive than good graphics cards... unless you'll sell your pc (prolly lower price)..
I would go with no.
The monitor, processor, and games (Depending on what there is) alone should offset the cost of the ps4.

Unless of course you really want a ps4.

EDIT: I should also mention it would be more powerful than a ps4 with a few simple changes. Not just worth more.

I can say your setup is better than ps4, PS4 used modified AMD APU.. AMD FX is better than apu when it comes to gaming.. PSU usually hides the graphic by blurring effect so it looks good..
If you want PS4 exclusive games then it's up to you. But your pc is good, you may wanna use controller for some games for more relaxed position like playing console.

I'm barely reaching 30 fps in most games at medium, and I absolutely refuse to play at low.

Yea really the consoles are good only if you want to save cash on buying a computer, or want exclusive games for that system. For most games they go to PC also and since you can just use a good controller like one from the Xbox 360 and I assume Playstation's wired controls will do the same and use it on the PC. I personally dislike using keyboard and mouse for pretty much any game outside of click-adventure, RTS, and puzzle games. Its really best just to stay with your PC.

Not sure what game you are playing and only getting 30FPS, but likely unless its terribly optimized for PC and has great optimization on PS4, the PS4 will run the game slower. It might have 8 CPUs and that sounds impressive, but the CPUs it uses were originally designed for tablets. Also they only run at about 1.6Ghz. Then to make matters worse the GPU, though it has a good number of shaders only runs at about 700Mhz so its effectively slower than the GTX 650Ti.

Games like Shadow of Mordor, Far Cry 4, AC IV, basically all recent games only playable at medium (barely)
Don't even get me started on Assasins creed unity, then again neither can the consoles.

AC Unity and AC IV have got a lot of bad press cause Ubisoft has taken up a new strategy of only getting games to run. After that they optimize them terribly for every system so they can cut corners and save cost. Far Cry 4 has the same issue, but is also fairly graphically intense to begin with so it makes sense you need a better GPU for that. Haven't heard of Shadow of Mordor to know about it.

How about changing to better graphics card like GTX760 or GTX970 or AMD R9 series, if you want to play 60+ fps on 1080p at ultra preset...

I doubt you'll get that fps in Console, they use 720p, 900p & rare 1080p on games just to get playable fps: http://www.ign.com/wikis/xbox-one/PS4_vs._Xbox_One_Native_Resolutions_and_Framerates

If your really not into building pc, it can be a bit difficult for you but if you really want better graphics, I would suggest upgrading your system esp. the graphics card and OC your cpu..

Absolutely impossible for me, even getting a GTX 650 TI was a major budget stretch, much less any of the GPUs you mentioned.
