is my power supply good enough to upgrade

I am planning to upgrade my computer with a new graphics card. my current build is :

core 2 quad q9300
8 gb ddr 3 1333mhz
ati radeon hd 6670
XGR GT-450ATX-2.2 (450W)

I want to upgrade to a: EVGA GEFORCE GT 740 SC
2GB ( 1085 MHz GPU Memory:
2048 MB, 128 bit GDDR5 5000 MHz)

or

ASUS VGA 740, 2GB DDR5,
128BIT( GDDR5 2GB Engine
Clock: 1033 Memory Clock: 5000 MHz ( GDDR5 )
Memory Interface: 128-bit)

so my question is : which one do you think is best for gaming and will my power supply be good enough for this new hardware

ps. im on a tight budget so pls dont recomend something really expensive .

Yes you can upgrade ur pc!
Its upon you u prefer what ,both take same wattage 64w so both are OK for you
Both are good company's and both card have same performance
You should go with EVGA onces
Power consumption wise both the cards are similar and upgrading from HD 6670 to gt 740 you will not notice much of a difference in performance so at least get the gtx 750 or r7 260x if you want play modern games at mid to low graphic settings because with gt 740 you cannot play many modern games even at low graphic settings smoothly.

There is no meaning of upgrade when you dont get your desired performance increase so i would recomend this card R7 260x is somewhere around your price range and its much better than both of the cards and a very good upgrade from where you are now.
