Use a All-in-one PC monitor for my new build?

So I have this old all-in-one pc which the hard drive went bad..
So I was wondering to save money on a monitor if i can hook up my new pc built to my all-in-one
and display everything?

It's unlikely that your all-in-one PC has an external video input, so I'd say no.

No; those adapters are the wrong way around.

They connect to the source PC via USB, and output an HDMI signal. You cannot use them as an HDMI input.
