Hi, i was wondering if the

cpu: NEW! Intel Core i5 4690K

and

gpu: EVGA GTX 970 FTW

came overclocked, so like all i'd have to do is put it in the slots on the mobo and it would function in its most optimal overclocked state?

No overclocking you have to do it manually according to your need processor you can OC from BIOS and GPU you can OC using MSI afterburner its free and you can OC any card with it of different brands.
For overclocking CPU you will need a Z97 chipset board and an after market cooler to maintain the temperature.
