Go with the cheaper 980...
The single fan model has the stock nvidia cooler n has a single fan in blower mode... Its a good 1 but that single fan is way too much louder...
And always remember that the coolers from gpu vendors (e.g. Sapphire, asus, evga, galax, msi, and many more.) performs way better than the stock amd or nvidia coolers. They always give better temps (most of the them) with low noise...
So u should definitely go with the cheaper one havin duo of fans...

Select the answer if it satisfies u...

They are pretty much the same in terms of performance. Coolers differentiate the cards - that's pretty much it. The ACX cooler is a few Mhz faster with a non-blower cooler, and the silver one has a blower cooler.

Generally, you only need a blower cooler in small cases that don't flush out the case's internal air (i.e. a few fans pulling air in and one blowing it out). If you have fresh air blowing over the video card, you can get the ACX cooler, which blows hot air off the card but leaves the heat in your case. In small cases without enough air flow, the card and other components will have to use hot air for "cooling" after about 15 minutes of heavy usage (e.g. game, editing, etc.).

Unless you are in a restricted case (or just really like the look of the silver card), just get the cheaper one.
