Brand new computer low fps

I got a new computer which is a dell inspiron 7000 I run 10-30 fps if i'm lucky. The game i want to play is league of legends but it happens for all games, even flash games. Its a very good laptop with a 750 dedicated graphics card, 16 gigs of ram 8 flash gigs and 1000 gigs of memory

You might have something running in your background taking up your CPU, check task manager to see your CPU usage and processes (such as bloatware that came with the new pc).

well future shop said to buy somthing to clear extra files that would slow me down but i didnt pay for it so could that be the problem
