Why dont my CL work at the speed intended?

The box says : 8 GB DDR3 - 1600 CL9 240 - Pin UDIMM Kit (2x4GB)

But in reality :

Should I enable XMP in bios ? (what is that?)

Should I change something else in bios?

Enable xmp otherwise set the timings manually.

Is that with the profile if so then yes otherwise you could set the timing as displayed 9/9/927

I just enabled XMP.

Would 9/9/927 make a difference? How much percentage wise ?

Then should i deactivate the XMP as well? So they wont be forced by the OC?

Since you're using the XMP profile it's not overclocked. So don't change anything and leave it as it is.
