If you are on a desktop, you may be able to increase the memory allocated to Intel HD Graphics through the BIOS. Laptops rarely have such setting, but most desktops do have it. Check out the following article for more information and instructions:
Please note, that increasing the memory allocated for graphics needs won't improve performance much (or may not improve it at all). If you want to imporve the performance of your integrated graphics, I recommend you upgrade your computer's RAM to 2 identical sticks (e.g. 2x4GB) so that it can work in dual channel mode - for more info about this click here.
There is no way to increase the dedicated memory for an Intel integrated graphics solution. Your best bet would be to purchase a discrete graphics card (and possible power supply) if possible.
