Good cooler for FX 9370?

My FX 9370 is running stock at 1.5375v (4.7ghz). Anything lower and it isn't stable (even if I reduce frequency). Anyways, my H80i is loud, and fails to keep the processor under 60 degrees when playing BF4. Running P95/IBT or any other cpu benchmark makes the processor throttle, but I believe that is my NB's fault. Anyways, I do believe i'm done with closed loop coolers (unless there's actually one that can beat the noise/performance ratio of a high end air cooler). I was planning on getting an NH-D14 or NH-D15 (I have Kingston Blu so ram clearance should be fine) but now I see the Raijintek Tisis, which is considerably cheaper and is also a dual tower. However I can't find many reviews of this cooler and the company isn't that well known. But now I found the NH-U14s and apparently it's performance matches the NH-D14. My case is a Cooler Master HAF XB EVO and my mobo is a Gigabyte 990FXA-UD3.

TL;DR: Need an upgrade from my H80i to a more silent and better performing cooler.

You are not going to find a cheap solution.

Anything short of a full custom loop is going to be running balls to the walls to cool that thing.

Best solution to solving those throttling problems would be to turn off Turbo. That will revert the chip to 4.4ghz@ ~1.45V. Then take the fan off the stock AMD cooler and mount it over the VRM heatsink on your UD3. You can also experiment with disabling APM.

9370 didn't come with a stock fan :(. The H80i is usually fine for cooling it, it's just not quiet enough for me. Will an NH-D14/15 outperform the H80i by a lot while being much quieter?
