brand new build with disappointing fps

I just built my computer a few weeks ago (first build) and everything went fine, started up first try and haven't had any serious issues
however games don't seem to run very smooth, choppiness and mediocre fps. I have been playing Assetto Corsa and someone mentioned to me that I should be experiencing 80+ fps but I'm barely getting 50 and when I run the in game popup that shows that data the game gets even more choppy, Assetto Corsa isn't the only game I seem to be getting lower than expected fps for my build. This doesn't seem normal for a brand new high end PC with a 970 in it. Could this be a bottleneck issue with my hdd or some settings on the card I haven't enabled or something? or perhaps I haven't installed everything needed? I have the latest drivers from nvidia, I wasn't sure if I should go to MSI or Nvidia for driver support

resolution is 1360 x 768. I was thinking it could be this since I'm using a 26 inch Sony LCD TV

not sure what you mean by tweak windows 7, everything is up to date on it. I'm pretty sure I have the latest stuff installed. I didn't want to add a lot of bloat programs from nvidia and msi so I just have nvidia graphics driver installed and that's the latest version, also msi afterburner is installed. perhaps this could be the problem and I haven't installed another necessary program or driver?

It should scream at that low resolution. cpu usage? Don't event think about overclocking until you get this figured out. Maybe reload to the latest video drivers off of the website?

Task manager 'CTRL Alt DEL" Processes and CPU usage. And under performance how much free ram do you have?

Good eyes, I missed it. it is 4 am where i am at. I have the 4590 with a multilier of 35 giving me 3500 mhz or so. Reset your bios. Something is not right in there! Nice job Thaisnang!

well re installing the graphics driver has fixed my low framerate on assetto corsa, I'm now getting 130+ FPS

but I did notice some choppiness and lag and big fps fluctuation on another game

how do I deal with the low core clock speed issue?

the clock speed is fluctuating though, it jumps up to 2500MHz sometimes

First make sure your pc is not in power saver mode and
You can go to BIOS and increase the multiplier.

nope its not in power saver mode. I'm not really comfortable touching any settings in bios just yet unless you're positive that's what the issue is

could it have just been when I took a screen shot it was at its lowest? like I said I've been watching it jump from 799 up to 3500 even when I launched a game

also I disabled vsync and I'm getting higher fps on a few games now

I think you're PC is on balanced then only in that mode fluctuations like this happen. If you put it on high performance mode your PC would constantly stay above 3Ghz. Going into BIOS and increasing the multiplier would actually overclock the CPU which may or may not be helpful.

ok I enabled high performance mode and now the core clock is always above 3500MHz, I think this should be good? I'm still going to see how everything goes with this for awhile before I consider overclocking

You should seriously look into getting a 1080p monitor they are cheap these days and your rig is being seriously underutilized at 720p imo. For 720p you could have gotten away with a much cheaper build.
