Solution
- Don't go for that Cooler Master power supply. Way too unreliable and not future proof. Get at least something that's 80+ Plus Bronze certified.
- Two ram sticks are better than one if your system supports dual channel. If you go for 8 GB, do 2x4 rather than 1x8.
- You don't need an SSD for gaming. It'll help load times for things that are on the SSD, but seeing that games are reaching 50GB nowadays, it's not worth it. If you're not gonna install games on it, it might be better to ditch it and invest into other components to make your rig more capable of gaming. If you want speedy windows start-ups and stuff, you can consider an SSHD.
Depends what games you want to play. If its Minesweeper, it will be adequate but if its BF4 or Far cry 4, then no it wont...not on a decent frame rate or screen resolution. Its all too mean.
What games do you intend on playing and what are your expectations ?

Also, does the CPU come with a stock fan, if so, why waste money on a different fan ?

Actually...looking more at your list, if it was me, I would save money by not buying a keyboard and mouse, only buying 4gb ram, not buying an extra cpu cooling fan as the CPU comes with a stock fan. That will save you $120.
Split the $120 saved on a better gxf card (R9 270 ?) and a better psu 500w ?
Im not gonna do the additional maths but the reason for my swaps are that you can alway buy more ram if needed ( I dont think you will), but you will loose money buying an inadequate PSU or gxf card.

The keyboard and mouse are a waste of money that you can upgrade later.
The cpu cooler is a waste of money. The stock fan will work.
So, concentrate your money on motherboard, cpu, psu, gfx.
Win 7 will happily run at 4gb. so get 4gb, and then buy more later.
Everything else can be added to later, but not upgraded.

Thats looking better now. I have the same gfx card and playing BF4 quite well. Not on max settings as that requires a monster card, but high settings, so plenty immersive. I cant comment on Minecraft as Ive never played it.
For the money you have, your build looks do-able.
You can always buy a fancy keyboard and mouse later if you think it helps you game.
The only little criticism, is that you have not gone for an SSD.
An SSD would give you fast game level loading times and generally speed everything up.
Spinning hard drives are being left behind for SSD now.
On your budget however, you might struggle to get a big enough SSD as your primary drive and allow for the OS install plus your main games.
If you went for 4GB ram (you can always add more later) and used an old HDD for mass storage as a secondary drive for all your music, vids etc, AND used your old case (you can always change it later) you would save $130 for a SSD but not sure what SSD $130 would buy but you would need a minumum of a 160GB SSD really.
You could get a Crucial M100 256Gb for around that price.

The point I am making here, is do not buy stuff that does not help with your primary objective.
