I built my parents a computer with the following:
intel i3
h81 motherboard
seasonic PSU (want it to last forever)
120gb SSD (computer is way snappier for everything)
cheap store model lookin case

I got it all for about $300 and it will last at least 10+ years. It is dead silent and is the fastest computer they have ever seen and will ever need. I recommend going my route. If they need storage than add a 1tb drive for $50
