Upgraded to Windows 8.1 from 7 and am seeing a CONSTANT memory usage of 16-20% when idle!

Everything feels sluggish, Adobe After Effects is clearly affected, and this just didn't happen on Win7.

I have tried booting in safemode, safemode with networking, updating my mobo's LAN driver and many others to try and rectify this.

From boot to shutdown, after manually closing everything running that isn't essential to OS, 16-20% of memory is in constant use.

Any ideas?

Try to open Performance Monitor
click on green add counter button and then add following counters under processer
%privileged time
%processor time
%User time.

See if the Privileged time is high or User time is high... processor time would be Privileged time + User time.

If user time is high the some of the application might be eating the CPU, if priviliged time is high.. then some of the windows kernal process
