If it HAS to be either of them the EVGA would be better however try looking at Seasonic and XFX PSU's if in your price range!

I would go with the EVGA as 430 may be pushing it as far as wattage goes. Also That H81 board may have to be flashed in order for the Haswell chip to work in it.
