Some questions about overclocking a CPU

Hello everybody, I've read people talk so much about overclocking, but...

Does it reduce lifespan of the CPU?
What is the recommended temperature for an overclocked GPU?
Water cooling helps to control temperature, but does that help making an overclocked CPU last more?
Which is best to overclock, i5-4670k or i5-4690k?
What chipset does the mobo need to be able to overclock any of the above?

z series motherboard after 1.3v the cpu starts to degrade but any overclocking shortens the lifespan watercooling doesn't change much aslong as the heat can be moved away from the chip everything is fine 4.5Ghz is a nice overclock for those cpus gpu the cooler the better but usually 80 degrees is where I say its to hot
