Would a Hyper 212 EVO cool a 4790k well?

The Hyper 212 EVO is a great and silent cooler for the price range. It will cool the i7 4970K adequately, and should have no problem keeping temps under control. Since you have the non K version, then you should be fine, as the 212 EVO can run into some trouble both temperature wise and noise wise under a heavy overclock. But since that isn't an issue, you're good to go ;) And may I suggest that you save $10 and purchase a 212 Plus, as the difference between the EVO and Plus is minimal and the Plus costs $10 less.

if you haven't added extra fans, you may need to... AFAIK the 4790K heats a lot... I would say that investing in 3-4 fans is worth it for your 4790K, and let me tell you that it would be the same case for any air cooler you pick, as good as it might be, it is affected by hot air stuck inside the case.

I would add:
2x140mm top exhaust
1x140mm bottom intake
2x140mm side panel intake

i that order of importance
