GPU fans wont spin when enter the bois or load windows

So I've been have problems with a mobo i recently bought (H81M-PLUS) and I'm likely going to replace it, however another problem I have is that when I switch on the computer the GPU fans spin, but when i enter the bois or load windows they start to slow down then stop all together could this be another fault with the mobo or is it something else?
specs are:
CPU: Intel Core i5-4430 3.0GHz Quad-Core Processor
mobo: Asus H81M-PLUS Micro ATX LGA1150 Motherboard
Power supply: Corsair CX 500W 80+ Bronze Certified ATX
GPU: EVGA GeForce GTX 970 4GB FTW ACX 2.0 Video Card

GTX 970 fans are starting to spin at 60°C, all models available - these are factory defaults/settings. You can change this in EVGA Precision X, or MSi AfterBurner. I personally run like this:

But people around think that running fans are shortening life of fans, whereas I go the path keeping her under 50°C is enlenghtening her life span. This has no so called scientific evidence whatsoever. It's just my personal experience.

P.S.: Also be sure that You have connected the 8 pin connector of Your CS 500W to Your graphics card, and it clicked.
