PC Won't POST or Boot but fans spinning.

Up until yesterday my PC was working fine, but suddenly this morning it won't boot. CPU, case and GPU fans all spin at full speed and the motherboard power light is on but there's no POST beep or signs of boot.

I had thought the severe cold in my room at the moment might have caused thermal contraction to sever some connections so I took everything out and then put only the motherboard, cpu and ram back in. Discovered two of the pushpin legs on the Akasa K32 cooler I installed about four months ago had broken (though the plastic clamps were still holding onto the MB) so I swapped it for the old Intel stock cooler I still had lying around. Despite disconnecting and reconnecting everything my PC still won't post.

Looked online for a bit and narrowed the cause down to PSU, MB or CPU. Since the fans are getting power I doubt its the PSU (though advice on how to check would be appreciated) leaving either the MB or the CPU. I was hoping the community might be able to make some alternative troubleshooting suggestions before I give it up for dead. Given the age of the system and my own poor finances I can't really justify buying replacement parts to test what's wrong.

Intel Q6600 Socket 775
Asus P5K SE Motherboard
2GB DDR2-667 + 2GB DDR2-1066 (replaced dead ram a couple of years ago but haven't had a problem with different speeds)
Geforce 8800GT
550W EZCool 775series PSU
500GB WD Blue SATA2 HDD

1-check the cpu socket for bent pins
2-check and make sure the Heatsink is properly installed
3-check and make sure all cables are connected
4-check the gpu take it out and use onboard graphics to check if it works
5-Take out ram put it in another slot
6-Make sure nothing is causing a short to the board
7-check the capacitors if they are all flat

Have tried 2, 3, 4 and 7. Can't tell if anything is shorting the board but I don't think so. Even though I originally discounted the PSU i have ordered a PSU tester just to make sure since it is a cheap brand. Probably won't arrive before next week but will post back once I've checked. If the PSU is fine I will try 1 and 5.

PSU was fine, tried swapping the ram around, turned out two (or one of the pair) of the sticks were bad, ironically the sticks I bought as replacements last time I had RAM troubles. Hadn't thought it would be the RAM since last time igot a beep code. Thanks for your help.
