What settings should I use in BF4 to get a consistent 60fps?

So far, I've been hovering around 30fps, no matter if my settings are on High or low.
Here's my build:

Motherboard: Asus M5A97 R2.0 ATX AM3+ Motherboard

Video Card: Gigabyte GeForce GTX 760 4GB WINDFORCE Video Card
Operating System: Microsoft Windows 7 Home Premium SP1 (OEM) (64-bit)
Monitor: Asus VX238H-W 23.0" Monitor

Back to problems.. It worked fine for a couple games, but then I closed the game, and came back after a few minutes. Now, it's even worse, averaging about 15-20fps. Core parking is still off, I checked.

Open hardware monitor. I just tested BF3 and it was having the same issues, but in TF2 it was working just fine, at a solid 60fps.

I couldn't figure out how to check the temperatures with amd overdrive, but I tested a couple other games and they all ran as they usually did.

Okay, this is getting a bit weird. On a hunch, I decided to reverse the steps I took to unpark the cpu cores, renaming the files back to what they were originally, and it fixed it! What makes this weird is that unparking the cpu in the first place is what made it work, so now I'm just plain confused.

Well, back to problems. It was working fine for the first few games, then I closed it and took a break. Upon coming back, I'm once again averaging 30fps. Having the cores parked or unparked seems to make no difference.
Edit: I just unparked both of the cores again, and it has gone back to a stable 60fps.
