i7 or fx8350, gtx780 or r9 290x and 8gb ram

So you need to strengthen your build to get a PC that will play the game any good.

My gpu is in the midrange of minimum and recommended
And it says my cpu is 0% less powerful then minimum

Should i be okay?

I'd say that's right. Maybe the 7970 (which is now the r9 280x) is even more than 3% better than a gtx760.
