CPU Usage Spikes

Whenever I'm browsing Chrome and my computer is loading a webpage, I get usage spikes with my CPU. This is confirmed when I'm check in Task Manager; the CPU usage jumps to 50-60%. This also makes my computer noticeably louder in operation and is quite annoying. Is there anyway to fix the issue?

P.S. Internet Explorer has the same issue but to a lesser degree than Chrome.

Which CPU cooler are you using? You can try using different fan profiles under the "CPU Q-Fan control in the UEFI. I'm guessing your CPU fan is the 4-Pin variety as it seems to be changing speeds dynamically. If its set to the standard profile, you can try switching to silent mode. It will probably change the fan curve a bit so it's not adjusting up and down as often, though this may raise your overall temperatures. Another method, though it will take to get the numbers you need, would be to setup the manual mode in the UEFI. You can use a program such as Realtemp or Coretemp to get the CPU temp numbers information you need, though ASUS' own software (AISUITE) may be more accurate for this. If your motherboard has Fan Control Software or perhaps looking through BIOS/UEFI settings for PWM settings, you might be able to adjust the temperature/fan speed points to smooth out the fan curve. The spikes are most likely normal due to the CPU going from idle clockspeed to full speed, even for a split second. This in turn raises the CPU temp for a second which ramps up the fan to compensate. What motherboard/CPU combo are you using?

I'm using an Asus P8Z68-V LE and i5 2500k overclocked to 4.4 GHz. It has a UEFI BIOS.

You can see what the actual temp spikes are going to. Using this info, you can adjust the MIN and MAX PWM settings in the UEFI. I believe the default on manual is 20C lower temp w/ 20% PWM, and 70C higher temp w/ 100% PWM. This means the fan speed will adjust between 20% MIN and 100% MAX based on load, even ramping during the spikes. You'll have to try adjusting these to get a speed/sound that suits you. You could try lowering the MAX from 100 to maybe 65%, but that of course will raise your temps, but your fan won't ramp as high. Or raise the 70C MAX to 80C and test again. I wouldn't change the 20C/20% Minimum though. Hope this helps a bit. Also before I forget, since your at 4.4Ghz, is this a static speed of 4.4 all the time, or are you using speedstep where the speed is jumping around(this can be seen in CPU-Z)?
