Normally I'd say get a Noctua NH-U12S which is quieter except the fan color doesn't match. However, if fan noise is an issue look into a better fan for the CPU cooler as it's easy to swap on the EVO.

Otherwise pretty much exactly what I'd recommend for the budget.

(don't forget to have the case fans attached to the motherboard if possible, and setup fan control with the motherboard software to keep as quiet as possible and ramp up as needed.)

Other:
- Samsung Magician software for SSD
- Start8 ? for $5 (free demo) from Stardock. I use Start8, and also setup my PC to boot directly to the traditional desktop (no login or W8 start screen)
