Upgrading from Radeon HD 7570? Good or Bad Idea?

I would like to change out my HD 7570 card for a more high performance card such as the Nvidia GTX 970 or 980 but I am unsure as to whether it would be cost effective to just wait another year and build a computer exclusively for gaming or to upgrade the one card. I would like it to be able to at least play Grid 2 or CS:GO on the Highest settings.

That's part of what I wanted to know. I also would like to know if it is more cost effective to spend money building a newer computer or am I good to go if I swap out the 7570 with the GTX 970 and if it is compatible or needs a more powerful PSU.
 
Solution
The EVGA GTX 970 SC 1.17GHz model has a binned GPU so will run higher. It's only $25 more so I'd get that model.

Your current build is pretty good. You will be CPU bottlenecked at times but not by enough IMO to spend the cash on replacing the core parts. Also, in the future we'll start getting better threaded games that will use your CPU a lot better. BF4 for example is fairly well threaded already and a future title with DX12 on Unreal 4 might use almost all of your CPU if needed.
