unexplainable cpu lag spikes

Hello everyone, I have been reading toms hardware for a few months now and i have to say i have never found a site as helpful as this. This time I needed to register because i wasn't sure how to best describe my problem..
I have a new PC setup which is very descent except the GPU which is an old gt 520 (1gb). I7 3930k, 16g ram, win7 64bit and also ubuntu.
Whenever I am on Linux I use libreoffice, Mozilla (I constantly have more than 30 tabs open) and chrome (at least as many tabs or more) and I have never encounter any problem.
But when I am on windows, there seem to be some lag spikes. I use the same browsers, with 2-3 tabs each and sometimes when I start the browser or a new tab I have to wait 2-3 mins during which time the browsers are not responding.
Example1:I start windows, I start Mozilla, seems to be loading, no response for 30seconds,then I start chrome, same thing. After a minute (with CPU load 1-2%) bam, both browsers pop up.
Ex2: I try to open some streaming links from chrome in new tabs. There is no response from browser, not even the mouse cursor changing when on a hyperlink. After 20+ seconds of no activity I SPAMED the link. After a minute and 10 secs 25+ tabs poped up, some of them completely loaded and running the stream perfectly. I can't explain it any better than that, it behaves as if CPU is over loaded even though it isn't and I get sudden random lag spikes, but only in windows environment. I don't really use any other applications/programs so I cant tell if this happens on browsers only, but I can say that eg I can't right click on desktop or open start menu during a lag spike. Happens to me like once every couple hours, rest of the time I have no problem.
Is there any chance this is GPU related? Also, is there any chance it is faulty hardware even though Ubuntu runs flawlessly? As a general purpose question I would like to ask, except for playing games/editing video, would my system benefit at all if I had a better GPU?

right i have a possible solution, bring out cpu fan and make sure there is thermal paste, and when putting it back on make sure it is on right. even if you know thermal paste is there i highly remommend disconnecting the cpu fan and putting it back on again, i had a problem very similar to this and this fixed it for me :)
