Intel i5 Haswell 3.5Ghz or 3.3Ghz is that worth if more Ghz more performance?

Yo! i really want to know what is Ghz! so i saw I5 4690 non K and has 3,5 ghz speed

and i saw i5 4590 with 3,3 Ghz
those both are Intel Haswell Refresh, and you know both are difference Ghz, so i want to ask something :

1. Is that worth if more Ghz more Performance like : Gaming,Video Edit,Rendering,And for Future Proof?

2. What should i choose? my budget limited for i5 and my Gtx 970, if i choose the 4590 with 3,3 Ghz, i'm worry that will be bottleneck!

please help me guys, is that worth? :D

The real difference is if the Intel CPU has a "K" at the end (for overclocking). The reason being that then you can get a real performance boost.
In terms of effectiveness, an extra 100-300 Mhz will be a very small difference in gaming, and a bit better for editing video. In terms of future proof, its the same.
