Recurrent high ping spikes

I have the following machine:

* OS Name Microsoft Windows 8.1 Pro
* Version 6.3.9600 Build 9600
* System Manufacturer CLEVO
* System Model P170EM
* System Type x64-based PC
* Processor Intel(R) Core(TM) i7-3610QM CPU @ 2.30GHz, 2301 Mhz, 4 Core(s), 8 Logical Processor(s)

  • ■ I previously had rtl8723ae as my network card. I actually never had much of a problem with it before until recently, when my laptop started having random high ping spikes to my own router. It used to be that the ping is 1ms consistently, but now here's an example ping graph from hrping over 5 minutes (the y-axis is in ms), and I am RIGHT NEXT TO THE ROUTER.

    ■ If I connect my laptop directly to the router via an ethernet cable, however, there would be no problem at all.

    ■ After searching on the net, I saw a lot of complaints about the RTL card, so I got a intel centrino advanced-N 6235. I replaced it and rang the ping graph again, but the problem is still there, with the absurd ping spikes.

    ■ I've also tried safe mode with networking, but that doesn't eliminate it.

    ■ I have another dell laptop, running win8, that has no such problems. It has consistent 1ms ping to the router, so the router is not likely to be faulty.

    ■ I switched to timestamp ICMP packet option for hrping, and I'm getting the following during the spike

    From 192.168.1.1: bytes=40 seq=005d TTL=64 ID=2c4d time=39.734ms tx=37ms rx=3ms

    From 192.168.1.1: bytes=40 seq=005e TTL=64 ID=2c4e time=187.823ms tx=185ms rx=3ms
    Does that mean my router is being funky here? Like, is it taking a long time to reply? However, I'm not getting this kind of spike on my other laptop.

    ■ The only major event I remember happening in between when I didn't have the problem and now that I have the problem is that I upgraded this machine from win8 to win8.1, because windows keeps bugging me about it. However, I don't remember immediately having problems after the upgrading.
    However, I booted into a ubuntu USB drive, and rang ping from there. The same problem still occurs, so I don't think it has anything to do with windows, and it might be a hardware problem.
    (One thing I've noticed is that, with Ubuntu, the ping spike interval is about once every two minutes, while for windows, it's about once every 1 minute and 10 seconds). But I just replaced my wireless card. So could it be a problem in the antenna?

    ■ I have two antenna wires that are respectively hooked up to the main and the aux ports on the wireless card. With the intel card, I switched the wires, and tried again, but it's the same thing: a spike about every 1 minute and 10 seconds.
I use remote desktop a lot, so a consistent low ping is essential to my productivity.
