Solution
battlefield 4 you should get 60fps with v sync and possibly right up there with advanced warfare as well. But nvidia cards that are high end allow the use of shadowplay that can record a set amount of gameplay so you push a button and it can save the last 10 minutes of game play or you can have it set to push a button and it starts recording and you push it again and it ends recording. This is done on the gpu and it brings almost no performance impact which a very nice feature for nvidia cards and it provides very good quality for what it can do.

They have v sync off. Most monitors refresh at 60hz, v sync matches the frames with the refresh of the monitor so it won't go over what the monitor syncs at. If you turn v sync off or have a high refresh rate on your monitor, you can achieve high fps with v sync on.

I believe the consoles use some sort of sync otherwise you would get screen tearing and you would see a lot of lines across the screen while using it and it is very annoying. With the 60hz monitor you have, if you have vsync on the gpu will try to match the frame rate with the refresh rate and this will try to stop screen tearing from happening.

I'm not positive on consoles but i don't see as much tearing on consoles as i do with pc's with vsync off. And i don't think its limited to only 1080p monitors. Consoles should have some syncing on any monitor.
