Can't use all of my ram (windows 8.1 64 bit)

Hello!
I installed 4GB of ram on my computer but it shows me this:
Installed memory (RAM): 4.00GB(2.94GB usable)
As i mentioned in the title i'm using windows 8.1 64 bit.
What's the problem?My motherboard supports that ammount of ram.I checked it on their website.

Okay,but it's strange.Before i did this i had windows7 with 1GB of ram and nothing like this was written..Then yesterday i moved to 4GB and it showed this usable stuff.So i upgraded to win 8.1 64 bit but nothing changed..

Hello,

If you are using the onboard graphics, the system allocates some RAM for the GPU part; you can limit the memory amount from BIOS.

Hello,well i'm using dedicated video card and i didn't find anything in bios about what you said.Anyway,i opened up the task manager and it was written that 1.1GB is hardware reserved.Where can I "un-reserve" it?
