Components error? selfbuilt pc shuts down and restarts. 1 long and 2 short beeps

I have built a new pc and I almost finished. When I turn the computer on I starts up but then shuts down again.

The beeps I'm getting is 1 long and 2 short which I think is the video card or something, which i have reinstalled (it may be just 2 beeps aswell. 1 long beep when starts 2 when it shuts down.) The beeps are very quiet.

After it has shut down it will start itself again many times until I have to switch off the PSU. I have tried reinstalling the GPU's as said and the RAM. If you need any info on what parts I have just tell me.

I have also tried another pair of RAM sticks I had lying around, but I still get the same error so I don't know if the problem is the RAM.

Motherboard: MSI Z97 Gaming 7
GPU: 2 x MSI 970gtx
RAM: Corsair vengeance 16GB 2400MHz
PSU: Corsair hx850 850w
CPU: intel 4790k
CPU Fan: Cooler Master v8

The components should be compatible with each other, I have not tried a different video card but i have tried to remove the two msi 970gtx gpu's completely and use the hdmi from the motherboard, but I still get 1 long and 2 short beeps before it powers off and then restarts the process until I switch off the PSU. Parts listed above in question
 
Stock Intel cooler with what Intel CPU?

Based on the beep codes listed at MSI (they should also be in the manual), your motherboard has an Award BIOS:

1 long, 2 short - Indicates a video error has occurred and the BIOS cannot initialize the video screen to display any additional information
Any other beep(s) - RAM problem.

Did it work outside of the case before you installed it in the case? I presume the motherboard either is defective or it's shorting out to the case.

The cooler master v8 fan with an intel 4790k. So the problem could be the motherboard? what do you mean shorting out to the case?

 
Are you 100% sure nothing on the motherboard can short to the case, e.g. to a post that shouldn't be there? What about the cooler? Could the base plate short the motherboard? You really should test the motherboard outside of the case and if it still doesn't work, then try with the stock cooler.

If there was a problem with the motehrboard shouldn't it beep accordingly? I really don't want to take away the cooler unless I absolutely have to.

Edit:
Okay, I saw some other posts and all the parts should be compatible. I have tested all the parts and they work (gpu, fan, psu, ram). It looks like it is the mobo, but how can I be completely sure?
 
It already beeps because a problem has been detected; as soon as that happens it won't continue the process to check for other possible issues. Regardless you'll have to remove it from the case and remove the cooler to ship it back; therefore you may as well test it outside of the case. I presume you've already verified that your PSU's voltages are all within specs?
