BIOS doesn't detect my SSD or Optical Drive after installing new PSU

I recently upgraded my PSU because my old one made a horrible rattling noise, and when I did, it originally wouldn't turn on with the DATA data cable plugged into my SSD. I messed around with it, and note I can have all my SATA components plugged in, but my optical drive doesn't receive any power and my SSD is not recognized.
It is not the cables or the ports on the mobo. I switched them and my hard drives were recognized on the other ports.
At one point my ssd was recognized, but when I tried to boot it said "Fixing disk errors, this may take over an hour" and "diagnosing PC". This was an endless loop and it never started up.
Currently I am trying to get my SSD, optical drive, and two hard drives to be recognized so I can try installing Windows again in the ssd.

When I put in the old power supply, the same thing occurred. I even took out my Graphics Card and used the on board GPU and same thing.
