I will have a bunch of mods but the only graphical mods would be: RealVision (performance), Enhanced lights and FX, Dynavision, and Climates of Tamriel. Would a 2gb 770 suffice?

Solution
Those mods you mentioned wont use much vram.Only texture mods like Skyrim HD 2k or SMIM will fill your vram.So if you plan to use only lightning and script based mods 2GB is more than enough.
BTW i dont know your specs but since you mentioned Realvision know that ENB mods can cripple your performance.

Im using the official HD pack,Improved NPC Clothing,SMIM,Vivid landscapes,Improved Ruins Clutter,The beauty of Skyrim caves dungeons and mines,a couple of hd hair mods and i dont use more than 1.3-1.5 GB.

2GB would be pushing it. I would opt for either a 970 (4GB stock) or a 4GB version of the 770.

Youd have to ask at modding community. Full HD skyrim unmoded with ultra Textures would be around 1.2 GB of VRam, so assuming those mods are not modifing the textures and engine massivly, 2 GB should be enought.
However, If you do use overhauls, ti can go over 3 GB rather fast, not to mention there are sometimes more than 1 version of graphic mods in order to adapt to hardware.
That is why probably modding communities will have more precise info about your question.
