I own a CM 690ii and a Corsair 600T. I feel the build quality and cooling are equal. The 400r is a step down from the 600T. Both the cases you have in mind are good cases. Just comes down to price.

both have roughly the same price here, so i'm looking for build and stock fan quality because i'm not planning on replacing the stock fan.

Yes, going on 3+ years. The plus of 200cm fans are that they spin at lower speeds and still get good air flow. The lower speed also results in lower noise and a longer life.
