Okay it all started when my neighbors asked for me to fix Skype on their computer(with legit OS). It turned out Skype is incompatible with SP2. So I took an SP3 disc an inserted in rom. It asked me do I want to skip the file Setuporg.exe and presetup.cmd as it's missing, so with regrets I did. Now whenever I power on the computer it tells me the setup failed and the files are missing followed by a restart and loop starts. I thought of installing Ubuntu on a live CD. As always no luck. It doesn't show Ubuntu on the OS list.

I'm screwed.

If they are comfortable with ubuntu that would probably be the best way to go about dealing with it. Just make sure to install Ubuntu 10.04+ I'm pretty sure you tried installing a 64bit os for linux, just try seeing if that is the case, if it is just download the x86 version of it. Opensuse is also very user friendly. As far as xp goes I think the disc itself might have been damaged, go to http://www.microsoft.com/en-us/download/confirmation.aspx?id=25129&cffa64c5-a636-96fc-e97a-0e907fcc4c04=True The download will start right away, then burn the iso image to a cd or dvd.
