Got new PSU and GPU pc won't turn on

I got an XFX TS 550 and a GTX970 gigabyte GPU to replace a gtx660. I checked the motherboard just before removing the old GPU and it still worked fine, i took out the PSU and GPU and installed the new ones but it won't boot, i get the blue light on the ON switch in front but nothing moves.

I tried the troubleshooting guide to no luck, i tried the paperclip test on the XFX and at first thought it was dead since i didn't feel anything, but trying it a second time i noticed the fan running REAL quiet so it's working, i then tried re-plugging in the old PSU and it STILL won't work. Not sure what's going on, i'm pretty sure i got the right plugs in the right places, i double checked that the 24 pin is snug in place and the 4 pin CPU one is in etc.. but no luck. Please help! i've been trying to get this pc fixed for a while now and finally got my parts to have this happen...

Hmm, odd. I just re-plugged it into only the 24 pin MOBO slot and it worked!! turned on fine, then i plugged in PC plug and it worked again although it did seem to kick off for a sec then boot back up. Hopefully it's working now

Figured out the problem, when i plugged in a small 4 pin wire into a slot on the motherboard that says "CHA_FAN1" it no longer boots up properly. Any idea what's going on? am i not supposed to be plugged into that?

So it turns out the fan works even without that "CHA_FAN1" port which i assumed mean "chassis fan 1". I had the 4 pin molex plugged into a wire that ran to the fan so it runs now. But i have a new problem now, i turn the thing on when it's plugged into the GPU and it does a windows loading thing then goes black, if i plug into the MOBO HDMI then i just get black screen and no video

I've seen this before. Go into your bios and set boot settings then do a fresh reinstall of windows. You may lose data, but this may be the only solution. It's something within the settings that has been tampered with.

Thanks, but i got it to work, turns out it wasn't really a black screen, it just took 10-15 minutes for it to load to the windows "welcome" screen, once i installed drivers everything is going fine. solid 60fps on evil within @ 1080p :D
