Cooler master elite v2 550w PSU fan running at 3500 - 3800 RPM constantly.

I just recently built my new computer, but here's the problem. The PSU fan is running at a constant 3500 - 3800 RPM, and I can't seem to lower the speed that it runs at, which is causing me a lot of grief. As you can imagine, it's really loud, and it hurts my ears after long exposure.

If it helps, here are the full specs of my computer to give you a better chance at identifying the problem:

So, is this a common problem with the Cooler Master Elite V2 550W ATX Power Supply? Did I just get a faulty PSU, or is it the brand? I'd like to know if there's something I can do to lower the RPM, because I'm not going to be able to afford another/better one for a while.

Speed fan. I've unplugged every fan besides the power supply fan, and it's telling me that it's running at that speed.

And just based on what I can hear, the PSU fan is EASILY the loudest part of the PC. Nothing else runs above 1100 RPM. The fan runs so fast that the area where I'm sitting is actually pretty chilly.

Edit: By the way, on the box it says, "intelligent fan controller,' where is the controller?

I'm thinking either the PSU is either defective, or more likely speedfan isn't getting an accurate read on the speed and its just a really loud PSU. Not sure how to check something like that either.... I've read online that the fan is less than ideal

Intelligent integrated fan controller. Its not software, its built into the psu to regulate its own fan speed. You can't control the fan speed....

That's lame. So I've basically got to buy a new one, eh? Thanks for answering my questions though. Going to leave this open for now in case anyone might know how to fix it.

Edit: Out of curiosity, is it possible for computer fans to cause hearing damage? Even if my PSU is really loud, is it strong enough to harm my ears? That's my main concern. If not, I can deal with it for now.
