Lagy Graphics and Jumbled Static Sound, but Fine After Computer Updates

I built my first PC a few weeks ago and have been having a problem where my games lag and the sound is jumbled static. Plugging in headphones gets rid of the static, but the game is so lagy its unplayable.

Here is the weird thing. When I have an update for my computer whether its a windows 7 update or something as simple as silverlight and I have to restart my computer everything works just fine. Therefore, I am pretty confident it is some kind of software problem, but I am technically challenged so I have no idea what to do. I have updated everything and cant find any problems like this online.

Suggestions?

I have: Windows 7 64 bit, AMD Radeon R9 280 Graphics Card, 8 GB of ram, Gigabyte Z97MXGaming 5 Motherboard, i5-4690K cpu, and a 1 TB internal HD.

I would rather save that for last. Really don't want to have to go back through and reinstall everything again.

I did find something new with this problem when I started my comp up this morning. The first time I turned it on it didn't work (same issue described above) so I restarted and still had some problem. Decided to restart it one more time and now its working without any updates. However, I had this error message come up when I had just logged on "This Driver can't release to failure!!" No idea what to make of this, but I have seen it before. I don't know for sure if its tied to my issue, but seems like it could be.
