Computer Won't start with 2 ram sticks

So one of my ram sticks weren't working in my PC. Its fans would spin then it would stop and repeat. I found out which stick wasn't working and got a new one. Now I the same probelm is happening BUT this ram works on it's own. Also I have checked to make sure that the slot isn't broken


Parts:
PNY Optima 8GB (2 x 4GB) DDR3-1333 Memory MSI H97M-E35 Micro ATX LGA1150 Motherboard

Also: The first ram set I got was in a pack of 2. One broke and I found another of the EXACT same type of ram and it doesn't work
 
Solution
Mixing DRAM can be and often is, even with the same exact model, best bet is to RMA the set with the broken stick (the whole set, most DRAM has a lifetime guarantee
on the ram make sure the voltage and speed are the same. also make sure the mb bios has the newest bios file on it to rule out a missing ram code. if the ram not the same you may have to put each stick in one bank. if you look at the mb guild you see two of the slots are in the same bank. (1/3 2/4) may have to put the ram in slots 1 and two.
