Slow download fast upload on one machine in a house

So I just moved and set up my new modem and wireless router without too much of an issue. We currently have four devices on the network and three of them work fine. However, mine struggles to get over .5mbps down, while getting as high a 6mbps upstream and maintaining a low ping to the nearby server speedtest.net. Oddly enough, I can tether to my computer from my phone and get full tethering speeds no issue at all.

My wireless troubleshooting is not my strongest point, I’ll admit that. So far, apart from restarting devices, I have flushed my DNS and released and renewed my ip through ipconfig. I have also fiddled with some settings in the router to no avail. (I have tried to always reset them at the end so as to maintain a baseline state.)

The ISP is comcast and my hardware is as follows:

Modem: Motorola SB6121
Router: Asus RT-N56U
Wireless Card: Linksys WMP300N (I know its a tad dated)
PSU: 850W by Corsair
MOBO: Asus P7P55D-E PRO
Windows 8.1

I can connect to the 2.4GHz but not 5GHz frequencies on the comp, but other devices can get to the 5GHz just fine. I am pretty sure the issue is not one of physical location of devices. I have placed 2 different laptops on my desk above the computer and both have tested 30mbps down +/- a bit every time I have tested.

So I am kind of stumped right now and would appreciate any help. I don't currently have another wireless card to swap in to test with but I am not above getting a newer one to solve the problem if it comes to that. I just don’t want to be hasty as the card worked fine previously with an ATT UVerse box.

When I go to network adapters in the computer’s device manager, I get the following infor on that driver that is installed.

I have already explored a few QoS related fixes to no avail. Including disabling WMM support. And so far all of the other devices on Wifi are still working at full speed.

A managed to track down a friend with a working PCIe wireless card and he is sending it my way to test with. Just to make sure it is not a hardware issue with the card. I may get it as early as tomorrow.
