CPU Problem?? need help

Hello I have a CPU (Intel core 2 duo to be exact) and I have some marks on it, do you think this would be an issue? The computer starts up and shuts down cant even get into bios or anything should I clean it?? The cpu does not have pins it has none

THE CPU DOSENT HAVES PINS!!!!!!!

A CPU whitout pin would be like a car whitout wheels, it just doesnt work. You WILL have to change your CPU.

P.S: What do you mean by "pins"
