New PC Build, BSOD At Win Install

This is a computer i built a few years ago but just put it in storage when i couldn't figure out what was wrong with it. Having another go at fixing it now. It was sent to a useless repair shop and all they did was format the HDD and try reinstall windows before saying they couldn't help. I took the parts out and rebuilt it in a different case and tried installing XP and it froze half way through. I formatted the HDD and tried installing Win 7 instead and now i get BSOD before it even gets to the installation part. It just loads files from disk and crashes. I feel like ive tried everything with this comp. Ive swapped the HDD, ram, graphics card, CPU, mobo battery, cleared cmos, and im pretty sure i had a replacement mobo sent out when i first had the problem and nothing worked. Heres the components:

GIgabyte Ga-EP43-DS3
Intel Core 2 Duo E4300
4GB Crucial Ballistix Tracer DDR2
Western Digital WD5000AAVS
Zalman CPU fan
Geforce 9500GT
OCZ 500sxs PSU

I did manage to get an OS installed once but then it only worked in safe mode. If it ever got to the windows screen it would instantly restart. Its only meant to be a cheap build ill probably give to a family member if i ever get it working again but i would appreciate any help or advice.

When it crashes does it sit on the blue screen or does it switch off? Does it give you any error codes that might help us? Does it crash if you leave it in the BIOS for hours?

When you swapped out those parts did you do them one at a time? Was it the exact same problem throughout?

It doesn't crash at all if i leave it in BIOS. The BSOD would just stay until i turned it off. I took out the HDD and installed Win 7 on it through another computer and now it crashes at the same point every time, just as the windows logo is about to appear. When i was switching parts i did them one at a time and i had the same problem every time.

I haven't set anything in the BIOS. Its all on Auto. I tried running memtest from a usb stick but couldn't get it to work. It wouldn't recognize the USB. I remember trying to run it from a disk when it used to boot in safe mode but it would just crash before it finished. Ive swapped in some Corsair Dominator ram now as well. I was just testing it with the Crucial Ballistix from my main computer which ive never had any problems with. Ill look into the proper settings for the Dominator ram and try set it manually. Thanks for the advice.
