Okay My rig is a AMD FX-6300 3.5ghz, 6GB Ram, GTX 660 Non ti, Gigabyte 970A-DS3P motherboard.

Okay so me and my friend have the same graphics card which is the GTX 660 non ti and we both play GTA San Online (SAMP) we play with alot of mods and stuff like that. I noticed he was able to run more mods than I can -_- . My friends plays on a higher resolution than me he would also get more fps than me. Is my GTX 660 non ti defective? please help.

Note: We both have the evga GTX 660 non ti superclock 2gb

Sorry - unrelated to the OP's question...

But this is something I think a lot of people dont understand... they constantly think more cores = more power / better performance. And besides super budget builds, i dont understand why people still choose AMD over Intel, especially since AMD has been 2-3 years behind intel on transistors and core performance. And for a while now, they dont even manufacture their own chips, its all outsourced, it might have been a tight race back in ~2005, but since intel kicked it into 2nd gear when AMD was catching up to their manufacturing process, AMD decided to quit the race, and focus more on different aspects of chips instead of raw performance.

That't not a guaranteed solution.
If it's the core performance that's the issue, the 8350 won't solve it.

I would still try other solutions first and not jump on a new component.
Check you airflow, make sure everything is running cool enough.
Sometimes it's just CPU/GPU throttling that's the issue.

If the fps problem still exists then you can look into upgrading the system.

Okay i downloaded a program that tells me the temps of all my stuff and i found that my graphics card clock is awfully low. I went to the newegg website and look at the GTX 660 and the core clock is suppose to be in the 1000's and the memory clock is suppose to be 6008 but instead the clocks are very low. Could this be the problem? http://gyazo.com/cfc1ed8d80d35455bca9e441e199f6c1

Thats what the clocks suppose to be.

Did some some GPU monitoring and everything seems to be running cool. I even know someone who has a GTX 650 Ti boost and is getting more fps than me and he has a AMD FX-4100. Im starting to think its my motherboard. What yall think?

Hmm, I say there is something wrong with the card.
Use this tool to uninstall your drivers:http://www.guru3d.com/files_details/display_driver_uninstaller_download.html
and reinstall the newest.
Try that.

Is my gpu usage suppose to be 100% ? Because back when I had my gtx 550 ti it used 100% but now that I got a gtx 660 it only uses 40%? Btw i did what you said and fps still seems to be the same.

Let's set some things straight here.
Does this happen in other games too?
Are your games still playable?(30-40fps+)
If you can, try running GTA without mods and compare that with your friend(without mods).

From what we have so far, everything leads to a CPU bottleneck but I'm not sure about that at all.
Also, take a screenshot of Hardware Monitor when gaming(I don't know if the one you posted is under load or not. When the GPU is idling it downclocks automatically).

Right Now GTA is the only game I play.
But yeah everything is still playable but when there is alot of cars nearby and stuff it goes down to the 30's which feels laggy to me. But when im running GTA without any mods on the highest settings i get around 100-60 fps. When i comepare with my friends on GTA without mods my friend gets a Constant 100fps. I can get 100fps too just not constant it dips and stuff like 100-60fps depending on the cars and people. Also my friend has a i7 and a GTX 560 Ti and he says he gets 100fps everywhere and its constant he said even if there is alot of people he says it still stays at 100fps he said there will be times when it dips to 90 but yeah other than that he gets a constant 100fps. And the gpus clock was low because it was idling i didn't know it goes down when your not playing nothing. Ill take a screenshot of the temps and stuff with that hardware thing. Imma put my card under stress for accurate stuff so imma play gta on the highest settings and post the temps and stuff here.

Here's the Screenshot http://gyazo.com/4a54fba27b317576c15f4c40d77c5895 Video is comming soon.

Here's my video As You Can See my Fps Is Awfully Low Keep in mind this this a dm server which contants 20-50 people so fps will be higher than on RP servers such as LS-RP which contains 300-500 players.

Here's a video of my friend he has the AMD FX-4100 And A GTX 650 Ti Boost he gave me the car mods he used and i hopped on a server and started lagging like crazy like about 30 fps sometimes it dips below 25 when i had his car mods in which to me is unplayable, But here check his two videos and out and you can tell he gets way more fps than me.
