Dragon Age: Inquisition is actually pretty demanding if you play on Medium-Ultra with AA. The GTX 970 will serve all of your gaming needs for atleast 4-5 years.
I wouldn't buy a pre-built as they don't offer much for your money (except maybe for the CPU in certain cases). I would build a computer for around 1000$ that will last you at least 3-5 years:

The only thing with that build is that I will require an OS and a wireless card because I am unable to be wired in. And with an OS it would be breaking my budget, is there areas where I could reduce the cost?

Well, yes and no. If you're comparing it to the latest 9-series boards, yes, but almost all prebuilts use crappy motherboards, so in that case, not too much. You can sacrifice some GPU power to get a better board, like this:
