Can you build(advise) me a workstation build for $450.[No hard drive,no case (Intel preferred)]

In my view, the minimal amount to build a reasonable CAD workstation is about $626 complete, which equals about $530 without the HD and case:

If you're using viewport programs, I'd suggest the Quadro K620.

A better solution with this level of budget constraint would be to buy something like this:

> a completed listing for a used Dell Precision T3500 with a 6-core Xeon at 3.46 / 3.73GHz, 12GB RAM, 4X 300Gb HD's,and etc. The GPU is vague, but the one supplied might be sufficient while you shopped for the right thing. This kind of system gets you 6 cores / 12 threads- excellent fro CPU rendering at a high speed in a system all ready to use. I've had three Dell Precisions- all used- and they are beautifully made and seem to run forever. The Xeon W3690 alone cost $1,500+ and is still ranked no. 73 in Passmark- faster than a new 4-core Xeon E3-1275 v3.

Some patience shopping can give you not only a purpose-designed system of high specification, reliability, and solid performance, but also save you the time and fuss of researching, ordering, assembling, configuring, testing , and trouble-shooting a new system.
