I Have a FX 6300 Processor and i have Corsair H100i AIO Liquid Cooling can i OC my Processor to 4.5 Ghz without problem ?

Theoretically mate yes,your board & cooler are both capable.
You will be relying the quality of the chip here though - I've seen a lot of 6300's that will top out at 4.3ghz+ or require obscene voltages to run higher.
Some chips are bad overclockers.

My general test before pushing high overclocks on the fx6300/8320 chips is to try 4ghz at stock voltages & run them for a week or so to see if any stability issues.
This has always stood me well in the past as a reference point before pushing them high.
