Restoring two hard drives from one backup

So if somebody were to make a backup of their current computer, is it possible to restore the backup on a different hard drive (that has been formatted) in a different computer? and would this violate the terms of use for windows products?

Yep it could work if done right and yep that totally violates TOS for the windows license that the original machine is on. You'd also run in to hardware issues but that seems to be besides the point of your question. Best to avoid it.
